The waring also covers the rest of Connacht, all of Leinster, Munster as well as Cavan and Monaghan.
There is a risk of localised flooding, with blustery downpours throughout the country.
Poor visibility can be expected with difficult driving conditions.
The weather alert is valid until 7 p.m. tonight.
In Donegal, a stand alone rain warning is valid from midday until midnight.
